Governor's Message |

To the Members of the California State Assembly: I am returning Assembly Bill 1432 without my signature. This bill would require any out-of-state health insurance plan regulated by the California Department of Insurance (CDI) that is marketed, issued, or delivered to a California resident to provide coverage for abortion, abortion-related services, and gender-affirming care. I commend the author for working to provide additional assurances that California residents can access abortion services and gender affirming care. It is a priority of my Administration to ensure that abortion and gender-affirming care are safe, legal, and accessible. However, it is not evident that out-of-state health insurance plans serving Californians do not already cover this care. Further, though well intentioned, this bill could invite litigation where an adverse ruling would outweigh a potential benefit. For these reasons, I cannot sign this bill. Sincerely, Gavin Newsom |
