(a) Each school district, county office of education, or charter school with a middle college high school or program or an early college high school or program, shall, beginning on or before August 1, 2026, and each August 1 thereafter, prepare and submit a report to the department. The report shall include all of the following information regarding the middle college high school or program or the early college high school or program for the most recent year available, disaggregated by grade level, gender, socioeconomic status, race and ethnicity, and other disproportionately impacted groups in compliance with all applicable state and federal
privacy laws:(1) The total number of high school pupils.
(2) The total number of college-level courses offered to pupils, by course category and type.
(3) The total pupil enrollment in college-level courses and percentage of successful course completions, by course category and type.
(4) The total number of pupils who have successfully earned their high school diploma and either an associate degree or the Intersegmental General Education Transfer Curriculum transfer certificate.
(5) The name of the partner institution of higher education, and copy of the memorandum of understanding or
agreement, as applicable, establishing the partnership between the middle college high school or program or an early college high school or program.
(b) Notwithstanding Section 10231.5 of the Government, Government Code, the department shall, on or before November 15, 2026, and each November 15 thereafter, aggregate the information reported pursuant to subdivision (a) and submit a report of the information to the Legislature, in compliance with Section 9795 of the Government Code, and to the Department of Finance. The report shall also include all of the following:
(1) The total number of middle college high
schools, middle college programs, early college high schools, and early college programs.
(2) A list of the partner institutions of higher education.
(3) A summary of the memoranda of understanding or agreements with partner institutions of higher education, as applicable, establishing the partnership between the middle college high school or program or an early college high school or program.
(4) Data disaggregated by county, grade level, gender, socioeconomic status, race and ethnicity, and other disproportionately impacted groups in compliance with all applicable state and federal privacy laws.
