(a) (1) The amounts appropriated pursuant to this section reflect legislative priorities.
(2) Unless otherwise specified, the funds appropriated in this section shall not be disbursed for any project prior to September
30, 2021. Future legislation may, but is not required to, specify further details concerning the manner of disbursement of
