(a) On or before January 1, 2024, the department shall submit a report to the Legislature that includes all of the following information:(1) Identified unserved or underserved populations in California that currently receive services from the department at lower than average rates, including communities with members who primarily speak languages other than English and Californians experiencing homelessness.
(2) Estimates of the number of Californians in these populations that are currently unserved or underserved by the department.
(3) Strategies
and procedures on how to effectively outreach and provide services to these targeted communities, including, but not limited to, both of the following:
(A) Procedures on how to coordinate with community groups, local entities, continuum of care entities, nonprofit organizations, and any other entities identified by the department as representing an unserved or underserved population to serve these populations.
(B) Procedures to approve or deny community group requests for targeted outreach, including responding to all applications within 30 days.
(b) In developing the report, the department shall coordinate with community groups, local entities, continuum of care entities, nonprofit organizations, and any other entities
that the department identifies as relevant to understanding the needs and barriers facing unserved and underserved communities.
(c) A local agency shall not be required to participate in any of the activities described in subdivision (a).
(d) (1) On or before June 1, 2024, the department shall implement the procedures specified in the report to solicit and respond to outreach requests from community groups, local entities, continuum of care entities, nonprofit organizations, and any other identified entities.
(2) On or before January 1,
2026, the department shall submit a report to the Legislature that includes information on the department’s outreach efforts pursuant to this section, including, but not limited to, all of the following:
(A) The specific outreach efforts made by the department.
(B) Events held by the department to support unserved or underserved populations.
(C) The number of requests received for services from members of unserved and underserved populations since the department implemented the outreach efforts.
(e) For
purposes of this article, the following definitions apply:
(1) “Underserved population” means a population that receives fewer services or less frequent services from the department than the average California population.
(2) “Unserved population” means a population that has not received services from the department.
(f) (1) A report to be submitted pursuant to subdivision (a)
or (d) shall be submitted in compliance with Section 9795 of the Government Code.
(2) Pursuant to Section 10231.5 of the Government Code, this section is repealed on January 1, 2028.
