An act to amend Section 142.2 of of, and to add and repeal Section 142.5 of, the Labor Code, relating to occupational safety and health.

SB 1102, as amended, Glazer. Occupational safety and health.
Existing law establishes the Occupational Safety and Health Standards Board within the Department of Industrial Relations as the only agency in the state authorized to adopt occupational safety and health standards. standards, and provides for the enforcement of those standards by the Division of Occupational Safety and Health. Existing law requires the board, at each of its meetings, to make time available to interested persons to propose new or revised orders or standards appropriate for adoption or other items concerning occupational safety and health. Existing law requires the board to consider a proposed order or standard and reports its decision no later than 6 months following receipt.
This bill would require the board to post information on any proposed order or standard on the board’s internet website no later than 5 calendar days following the meeting. The bill would require the board, in conjunction with the division, to report to the Legislature as soon as practicable on the need to update regulations governing agricultural equipment that comply with specified standards.

The people of the State of California do enact as follows:


SECTION 1.

 Section 142.2 of the Labor Code is amended to read:

142.2.
 At each of its meetings, the board shall make time available to interested persons to propose new or revised orders or standards appropriate for adoption pursuant to this chapter or other items concerning occupational safety and health and shall post information on any proposed order or standard on the board’s internet website no later than five calendar days following the meeting. The board shall consider a proposed order or standard and report its decision no later than six months following receipt of the proposal.

SEC. 2.

 Section 142.5 is added to the Labor Code, to read:

142.5.
 (a) The board, in conjunction with the Division of Occupational Safety and Health, shall report to the Legislature, as soon as practicable, on the need to update regulations governing the operation of agriculture equipment that comply with International Organization for Standardization (ISO) standard 18497:2018.
(b) The report required pursuant to subdivision (a) shall be submitted in compliance with Section 9795 of the Government Code.
(c) Pursuant to Section 10231.5 of the Government Code, this section is repealed on January 1, 2027.
