An act to add Section 44233 to the Education Code, relating to teacher credentialing.

AB 1658, Carrillo. Teacher credentialing: adult education: workgroup.
Existing law requires the Commission on Teacher Credentialing to, among other duties, establish standards for the issuance and renewal of credentials, certificates, and permits. Existing law requires the commission to award a credential to applicants to teach adult education classes. Existing law establishes the minimum requirements for the 3-year preliminary designated subjects adult education teaching credential and the 5-year clear designated subjects adult education teaching credential, as provided.
This bill would require the commission to convene a workgroup to study issues relating to adult education teacher credentialing, as specified. The bill would require the workgroup to submit a report on its findings and recommendations to the Legislature.

The people of the State of California do enact as follows:


SECTION 1.

 Section 44233 is added to the Education Code, to read:

44233.
 (a) The commission shall convene a workgroup, as provided in subdivision (b), to study issues relating to adult education teacher credentialing, including, but not limited to, all of the following:
(1) Reciprocity between community colleges and local educational agencies, and the qualifications for an adult education teacher.
(2) The current processes and practices by which a person obtains a preliminary and clear designated subjects adult education teaching credential, and identified challenges within those processes that limit access, such as prohibitive costs and limited accessibility to professional coursework.
(3) For classes required to obtain a clear designated subjects adult education teaching credential, accessibility, cost, and availability.
(4) Impact of pupil attendance patterns on class scheduling and teacher assignments.
(b) The workgroup shall include all of the following:
(1) Two adult education teachers employed by a school district or county office of education.
(2) Two adult education instructors employed by a community college district.
(3) One school administrator responsible for overseeing adult education programs employed by a school district or county office of education.
(4) One credential specialist employed by a school district who has experience in the recruitment, selection, and hiring of adult education teachers.
(5) One expert in community college minimum qualifications.
(c) (1) The workgroup shall submit a report to the Legislature on its findings, with policy recommendations to improve reciprocity between community colleges and local educational agencies that ensure access and capacity for adult education pupils.
(2) The report described in paragraph (1) shall be submitted in compliance with Section 9795 of the Government Code.
