Existing law defines a lottery as any scheme for the disposal or distribution of property by chance among persons who have paid or promised to pay valuable consideration for a chance to obtain that property or a portion, share, or interest therein, upon any agreement, understanding, or expectation that is to be so distributed or disposed of, whether it is called a lottery, raffle, gift enterprise, or any other name.
