Relative to Historic Alternate U.S. Highway Route 40.

SCR 66, Cox. Historic Alternate U.S. Highway Route 40.
This measure would designate historic segments of former Alternate U.S. Highway Route 40 as Historic Alternate U.S. Highway Route 40 and request the Department of Transportation to post appropriate signs, as specified.

WHEREAS, Former Alternate U.S. Highway Route 40 played an important part in the development of the transportation routes into California over what is now known as the Davis “Y;” and
WHEREAS, What historically was Alternate U.S. Highway Route 40 is currently State Highway Route 113 from Davis to Woodland and Yuba City, and State Highway Route 70 through Marysville, Oroville, and the Feather River Canyon to Hallelujah Junction on U.S. Highway Route 395, a route that today serves 27 towns and the six Counties of Yolo, Sutter, Yuba, Butte, Plumas, and Lassen; and
WHEREAS, The Feather River Scenic Byway is a 130-mile segment of State Highway Route 70, which was part of Alternate U.S. Highway Route 40; and
WHEREAS, Alternate U.S. Highway Route 40 served as part of the Atlantic City to San Francisco transcontinental federal highway system in 1927; and
WHEREAS, The historic Alternate U. S. Highway Route 40 was parallel to and part of former U.S. Highway Route 40; and
WHEREAS, Recognition of this historic highway will educate the public concerning California’s development and foster the economic health of small communities and businesses located along the highway; and
WHEREAS, The Historic U.S. 40 Association has worked to identify the historic U. S. Highway Route 40 and the Alternate U.S. Highway Route 40 routes and acts as the host organization to promote the highways, working with state, county, and city transportation departments; and
WHEREAS, It is appropriate to designate historic sections of former Alternate U.S. Highway Route 40 as an historic route; now, therefore, be it
Resolved by the Senate of the State of California, the Assembly thereof concurring, That the remaining sections of former Alternate U.S. Highway Route 40 are hereby recognized for their historic importance to the development of California’s highway system; and be it further
Resolved, That the Department of Transportation is requested, upon application by an appropriate local governmental agency, to identify any section of former Alternate U.S. Highway Route 40 that is still a publicly maintained highway and that is of interest to the applicant, and to designate that segment of highway as “Historic Alternate U.S. Highway Route 40;” and be it further
Resolved, That the department is requested to determine the cost of appropriate highway markers or signs for Historic Alternate U.S. Highway Route 40 consistent with historic signing requirements for the state highway system showing the special designation and, upon receiving donations from nonstate sources sufficient to cover that cost, to erect those signs on the portions of former Alternate U.S. Highway Route 40 that are currently part of the state highway system; and be it further
Resolved, That the Secretary of the Senate transmit a copy of this resolution to the Director of Transportation.
