WHEREAS, President Joseph Robinette Biden, Jr. was born in Scranton, Pennsylvania, the first of four children of Catherine Eugenia Finnegan Biden and Joseph Robinette Biden, Sr. In 1953, the Biden family moved to Claymont, Delaware. President Biden graduated from the University of Delaware and Syracuse University College of Law and served on the New Castle County Council; and
WHEREAS, At 29 years of age, President Biden became one of the youngest Americans ever elected to the United States Senate. President Biden was the United States Senator from Delaware for 36 years. President Biden commuted back and forth by train every day from Delaware to Washington, D.C., to serve his constituents and maintain his commitment to his family; and
WHEREAS, For more than a dozen years apiece, President Biden served as chairman or ranking member of the Senate Judiciary and Foreign Relation Committees. Domestically, President Biden championed landmark legislation to make communities safer and to protect women from violence with the passage of the Violence Against Women Act. Internationally, President Biden’s wisdom and capacity to build relationships that shaped our nation’s response to the fall of the Berlin Wall and the Iron Curtain, and counterterrorism missions in Iraq and Afghanistan; and
WHEREAS, President Biden was sworn in as the 47th Vice President of the United States. President Biden served as a devoted and effective partner to President Barack Obama. President Biden fought to make college more affordable and revitalize American manufacturing as the head of the Middle Class Task Force; and
WHEREAS, As Vice President of the United States, President Biden led efforts to combat gun violence, and he rooted out any possible misappropriations that might have occurred. As a consequence, the American Recovery and Reinvestment Act worked as well as just about any large-scale stimulus project has ever worked in this country. President Biden visited college after college to promote the “It’s On Us” campaign against campus sexual assault; and
WHEREAS, On January 20, 2021, President Biden was sworn in as the 46th President of the United States. From the first day in office, President Biden has demonstrated an unwavering commitment to restore the American middle class and unite the country; and
WHEREAS, Immediately, President Biden was immersed in mitigating the devastating effects of the global COVID-19 pandemic. President Biden took swift action to get Americans vaccinated. Within the first year of President Biden’s presidency, 250,000,000 Americans, or 75 percent, had at least one COVID-19 vaccination and 212,000,000 people, or 64 percent, had received two COVID-19 vaccinations. As of now, 81 percent of the country’s population has received at least one dose of a COVID-19 vaccine, with 70 percent of individuals fully vaccinated; and
WHEREAS, President Biden jump started America’s economic recovery by creating jobs and signing the $1.2 trillion Bipartisan Infrastructure Law to rebuild the country’s roads and bridges, remove lead pipes, and expand high-speed internet access. Likewise, the Inflation Reduction Act (IRA) is the largest investment in climate action in history. According to the United States Treasury, the IRA will yield cumulative global economic benefits from reduced greenhouse gas pollution of over $5 trillion from 2024 until 2050; and
WHEREAS, President Biden made prescription drugs more affordable for Americans. President Biden lowered costs and capped the cost of insulin at $35 a month for seniors. President Biden utilized executive authority to aggressively increase abortion access by making it easier to obtain abortion pills; and
WHEREAS, President Biden has a deep respect and commitment to the nation’s military and their families. President Biden’s son Beau Biden was a major in the Judge Advocate General Corps as part of the 261st Signal Brigade in Smyrna, Delaware and he served in Iraq. President Biden and Dr. Jill Biden, have worked tirelessly to support active duty military, veterans, and their families. President Biden has implemented executive actions to increase the economic security of military and veteran spouses, caregivers, and survivors by the development of a government-wide strategic plan on hiring and retaining them and increasing access to childcare for military families; and
WHEREAS, Throughout President Biden’s professional life, he has demonstrated an unwavering devotion to his country, his family, and the American people. President Biden proudly speaks of his middle class roots and is always sticking up for the little guy, whether it be the factory worker, the restaurant worker, the janitor, the maid, or the farmworker. President Biden goes to work every day fighting to improve the lives of the average American; and
WHEREAS, With his charm, candor, unabashed optimism, and deep and abiding patriotism, President Biden has garnered the respect and esteem of colleagues from both parties, and the friendship of people across the nation and around the world. This respect increased tenfold when President Biden put personal ambition aside to make way for a new generation of public servants; and
WHEREAS, While summoning the strength, faith, and grace to overcome great personal tragedy, this son of Scranton, Claymont, and Wilmington has become one of the most consequential presidents in American history, an accolade that nonetheless rests firmly behind President Biden’s legacy as husband, father, and grandfather. President Biden is a resilient, loyal, and humble servant, and a patriot; now, therefore, be it
Resolved by the Senate of the State of California, That the Senate thanks President Joseph Robinette Biden, Jr. for, after 50 years in public service, choosing to make room for a new generation of leaders and for his lifetime of service on behalf of the United States of America; and be it further
Resolved, That the Secretary of the Senate transmit copies of this resolution to the author for appropriate distribution.
