An act to add and repeal Section 31118.5 of the Public Resources Code, relating to coastal resources.

AB 1453, as introduced, Dixon. Coastal resources: State Coastal Conservancy: grants: ocean waste.
Existing law establishes in the Natural Resources Agency the State Coastal Conservancy. Existing law authorizes the conservancy to undertake educational projects and programs, including projects and programs relating to the preservation, protection, enhancement, maintenance, and enjoyment of coastal resources, as provided.
This bill would require the conservancy, on or before January 1, 2025, upon appropriation by the Legislature, to establish a 5-year program to provide grants for specified activities, including funding regular cleanups of beaches and the waterways that empty into them. The bill would require the conservancy, on or before January 1, 2029, to develop a report reviewing the efficacy of this program and submit the report to the Legislature as well as make it available on the conservancy’s internet website.

The people of the State of California do enact as follows:


SECTION 1.

 Section 31118.5 is added to the Public Resources Code, to read:

31118.5.
 (a) On or before January 1, 2025, and upon appropriation by the Legislature pursuant to subdivision (j) of Section 42064 or another funding source for purposes of this section, the conservancy shall establish a five-year program to provide grants for all of the following activities:
(1) Funding regular cleanups of beaches and the waterways that empty into them.
(2) Offering free park and recreation access to people who participate in beach and waterway cleanup.
(3) Funding capital projects to prevent waste from reaching the ocean.
(4) Increasing monitoring of, and research regarding, microplastics in the ocean and in sea life.
(b) (1) On or before January 1, 2029, the conservancy shall develop a report reviewing the efficacy of the program established in subdivision (a) and submit it to the Legislature as well as make it available on the conservancy’s internet website.
(2) A report submitted to the Legislature pursuant to paragraph (1) shall be submitted in compliance with Section 9795 of the Government Code.
(c) This section shall remain in effect only until January 1, 2030, and as of that date is repealed.
