Relative to the CHP Officer Lucas F. Chellew Memorial Highway.

SCR 117, Nielsen. CHP Officer Lucas F. Chellew Memorial Highway.
This measure would designate a specified portion of Interstate 80 in the Counties of Placer and Sacramento as the CHP Officer Lucas F. Chellew Memorial Highway. The measure would request the Department of Transportation to determine the cost for appropriate signs, which shall include the star of the California Highway Patrol, showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.

WHEREAS, Lucas F. Chellew was born on August 10, 1985, in Berkeley, California, to Charles and Marion Chellew; and
WHEREAS, Lucas grew up in Grass Valley, California, where he enjoyed sports, 4-H, wakeboarding, hiking, and driving the family Jeep through the pasture by their home; and
WHEREAS, After graduating in 2003 from Bear River High School in Grass Valley, Lucas started his life of service at 18 years of age, enlisting in the United States Army, proudly serving his country for five years of active duty and three years in the Army Reserve, including deployments to the Netherlands, Afghanistan, and Germany, as Military Police, and earning the rank of Sergeant E-5 before his discharge; and
WHEREAS, On November 10, 2008, Lucas entered the California Highway Patrol Academy; and
WHEREAS, Officer Chellew, badge number 19402, graduated from the California Highway Patrol Academy on May 15, 2009, and then worked in the West Valley office and began his career as a motorcycle officer; and
WHEREAS, Officer Chellew transferred to the Capitol Protection Section in Sacramento and transitioned from a motorcycle officer to an equestrian officer partnered with his horse, Samson, and then settled in the South Sacramento office in July 2015, where he worked for two years, returning to motorcycle duty; and
WHEREAS, While assigned to Capitol Protection, Lucas met the love of his life, Christina, whom he married in 2016, which was three years to the day of their first coffee date; and
WHEREAS, Lucas was a very loving, involved, and hands-on father from the moment each of his children entered his life; and
WHEREAS, As a husband, father, son, brother, friend, and coworker, Officer Chellew attained every goal he set out to do; his extraordinarily kind demeanor and his infectious smile made him easy to approach and talk with, and he had a heart for service and it showed in the returned love his community had for him; and
WHEREAS, Everything Officer Chellew did, he did for his family; he worked hard so they could enjoy life and make memories; he loved spending time with his family and enjoyed riding his motorcycle off duty; and
WHEREAS, On February 22, 2017, Officer Chellew was in pursuit of a stolen motorcycle on Fruitridge Road in Sacramento and was involved in a fatal collision; and
WHEREAS, At the time of his death, Officer Chellew was survived by his wife, Christina, daughter, Hadley, son, Cameron, father, Charles, mother, Marion, and sister, Hanna; and
WHEREAS, In recognition of Officer Chellew’s great contributions and sacrifice in serving the California Highway Patrol and the citizens of California, it would be fitting to designate a portion of Interstate 80 in the Counties of Placer and Sacramento in his honor; now, therefore, be it
Resolved by the Senate of the State of California, the Assembly thereof concurring, That the Legislature hereby designates the portion of Interstate 80 from the Antelope Road overcrossing, number 24-0129, at postmile 16.685 in the County of Sacramento to the Douglas Boulevard overcrossing, number 19-0079, at postmile 1.975 in the County of Placer as the CHP Officer Lucas F. Chellew Memorial Highway; and be it further
Resolved, That the Department of Transportation is requested to determine the costs of erecting the appropriate signs, which shall include the star of the California Highway Patrol, consistent with the signing requirements for the state highway system, showing these special designations, and upon receiving donations from nonstate sources covering the cost, to erect those signs; and be it further
Resolved, That the Secretary of the Senate transmit copies of this resolution to the Director of Transportation and to the author for appropriate distribution.
