Corporal Luis Carlos Ruan Memorial Highway.
This measure would designate a portion of State Route 119, between E Kern Street, postmile 0.34, and Cedar Street, postmile 1.300, in the County of Kern as the Corporal Luis Carlos Ruan Memorial Highway. The measure would request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.

YES WHEREAS, Luis Carlos Ruan was born on January 26, 1997, in Long Beach, California, to his parents, Juana Rodela and Sotero Ruan, and was a brother to two older sisters, Miriam and Nayeli Ruan; and
WHEREAS, Luis moved to Taft, California, when he was eight years of age where he attended Jefferson Elementary, Roosevelt School, and Lincoln Junior High, and graduated from Taft Union High in 2015; and
WHEREAS, Luis loved to play with his friends in the neighborhood, making them laugh and being friendly with everyone; and
WHEREAS, Luis loved soccer and started playing in the American Youth Soccer Organization at nine years of age;
WHEREAS, Luis started off as goalie and went on to play soccer for his junior high and high schools; and
WHEREAS, Luis volunteered to serve his country, enlisting in the United States Army in the summer of 2016, which he hoped would help him achieve his goal of going to school and joining the California Highway Patrol; and
WHEREAS, Luis left for the United States Army in August 2016, and was sent to boot camp in Fort Benning, Georgia; and
WHEREAS, After graduating from boot camp in December 2016, Luis was stationed in Fort Bliss, Texas; and
WHEREAS, Luis worked for B Company, 1st Battalion, 36th Infantry Regiment, 1st Armored Brigade Combat Team, 1st Armored Division; and
WHEREAS, Luis lived in El Paso, Texas, while he was stationed at Fort Bliss for three years where he met friends and lived a nice life; and
WHEREAS, Luis was in a military training accident on January 22, 2019, in which two other young men passed away, leaving him with a traumatic brain injury and he was sent to different hospitals while he and his family started their journey to his recovery; and
WHEREAS, Luis was returned to El Paso, Texas, where he passed away on April 20, 2020; and
WHEREAS, Luis is survived by his parents, two sisters, and many nieces and nephews; now, therefore, be it
Resolved by the Assembly of the State of California, the Senate thereof concurring, That the Legislature hereby designates a portion of State Route 119, between E Kern Street, postmile 0.34, and Cedar Street, postmile 1.300, in the County of Kern as the Corporal Luis Carlos Ruan Memorial Highway; and be it further
Resolved, That the Department of Transportation is requested to determine the cost of appropriate signs consistent with the signing requirements for the state highway system showing this special designation and, upon receiving donations from nonstate sources sufficient to cover that cost, to erect those signs; and be it further
Resolved, That the Chief Clerk of the Assembly transmit copies of this resolution to the Director of Transportation and to the author for appropriate distribution.
