An act to add Sections 71158 and 71159 to the Public Resources Code, relating to climate change.

AB 51, as introduced, Quirk. Climate change: adaptation: regional climate adaptation planning groups: regional climate adaptation plans.
Existing law establishes the Integrated Climate Adaptation and Resiliency Program, administered by the Office of Planning and Research, to coordinate regional and local efforts with state climate adaptation strategies to adapt to the impacts of climate change, as specified.
This bill would require the Strategic Growth Council, by July 1, 2022, to establish guidelines for the formation of regional climate adaptation planning groups. The bill would require the council, by July 1, 2023, and in consultation with certain state entities, to develop criteria for the development of regional climate adaptation plans.

The people of the State of California do enact as follows:


SECTION 1.

 It is the intent of the Legislature to do all of the following:
(a) Foster regional-scale climate adaptation by doing all of the following:
(1) Encouraging the establishment of regional climate adaptation planning groups.
(2) Assisting the development of regional climate adaptation plans.
(3) Supporting the implementation of regional climate adaptation efforts.
(b) Give regions a time to develop their regional plans, and, if these plans are not being developed by the regions, then the state would develop the regional plans, with any state funding to be guided by these regional plans.
(c) Consider, but not be limited to, sea level rise, fire vulnerability, invasion of pests, effects on agriculture, and effects on human health.
(d) Provide funding, to the extent funds become available, to regional climate adaptation planning groups certified by the Strategic Growth Council pursuant to the guidelines adopted in accordance with Section 71158 of the Public Resources Code.

SEC. 2.

 Section 71158 is added to the Public Resources Code, to read:

71158.
 (a) By July 1, 2022, the council shall establish guidelines for the formation of regional climate adaptation planning groups for each geographic region of a transportation planning agency set forth in Section 29532.1 of the Government Code. The guidelines shall be posted on the council’s internet website and shall require that the planning groups be formed from local entities within the relevant geographic region.
(b) The council may certify a regional climate adaptation planning group if the planning group meets the guidelines established pursuant to subdivision (a).

SEC. 3.

 Section 71159 is added to the Public Resources Code, to read:

71159.
 By July 1, 2023, the council, in consultation with the Natural Resources Agency and the Office of Emergency Services, shall develop criteria for the development of regional climate adaptation plans. A relevant regional or local plan may be used as part of the development of a regional climate adaptation plan. A regional climate adaptation plan shall include, but is not limited to, all of the following:
(a) Key regional priorities for the full range of vulnerabilities to climate change identified in Section 71153 that the region faces.
(b) Regional vulnerability assessment.
(c) Development of adaptation strategies.
(d) Meaningful public participation and involvement in the development of the plan.
