AB 2762, as introduced, Bloom.
Housing: parking lots.
Existing law, the Planning and Zoning Law, requires each county and city to adopt a comprehensive, long-term general plan for the physical development of the county or city, and specified land outside boundaries, that includes, among other mandatory elements, a housing element.
This bill would state that it is the intent of the Legislature to enact subsequent legislation that would allow local agencies to build affordable housing on parking lots that serve public parks and recreational facilities, as provided.

The people of the State of California do enact as follows:
SECTION 1.
It is the intent of the Legislature to enact subsequent legislation that would do all of the following:(a) Allow local agencies to build affordable housing on parking lots that serve public parks and recreational facilities.
(b) Specify that nothing in the act would be interpreted to allow housing to be built on open space and active recreational spaces or as changing the zoning of parks and recreational facilities.
(c) Authorize a local agency to require that surface parking is provided for public access to parks or recreational activities.
