Fossil fuel-dependent workers: California Equitable Just Transition Fund.
Existing law creates the Clean Transportation Program, which provides funding for various projects to help obtain the state’s climate change policies, including funding for workforce training programs to transition dislocated workers affected by the state’s greenhouse gas emission policies.
This bill would state the intent of the Legislature to subsequently amend this bill to include provisions that would establish the California Equitable Just Transition Fund to assist fossil fuel-dependent workers with wage replacement, wage insurance, pension guarantees, health care, retraining, peer counseling, and relocation support for fossil fuel workers who face layoffs due to closure of operations.

The people of the State of California do enact as follows:
SECTION 1.
It is the intent of the Legislature to subsequently amend this measure to include provisions that would establish the California Equitable Just Transition Fund to assist fossil fuel-dependent workers with wage replacement, wage insurance, pension guarantees, health care, retraining, peer counseling, and relocation support for fossil fuel workers who face layoffs due to closure of operations.
