Existing law establishes property rights and provides that ownership of a thing is the right of one or more persons to possess and use it to the exclusion of others.

The people of the State of California do enact as follows:
SECTION 1.
Section 654 of the Civil Code is amended to read:654.
The ownership of a thing is the right of one or more persons to possess and use it to the exclusion of others. In this Code, code, the thing of which there may be ownership is called property.
