An act to amend Section 1 of Chapter 726 of the Statutes of 2018, relating to armories.

SB 501, as amended, Hurtado. Armories: Reedley Armory.
Existing law authorizes the Director of General Services, with the approval of the Adjutant General, to lease and sell real property held for armory purposes, on terms and conditions in the best interests of the state and subject to legislative approval. Existing law requires an armory to be offered for sale to any city, county, city and county, and district prior to being offered for sale to private entities or individuals. Existing law establishes the Armory Fund and requires that all proceeds from the sale or lease of armories be deposited into the fund for use, upon appropriation by the Legislature, for specified purposes related to armories. Existing law authorizes the sale of the Reedley Armory pursuant to these provisions.
This bill would, notwithstanding the previous authorization to sell the armory, require the Director of General Services to transfer ownership of the armory to the City of Reedley for the purpose of providing services that improve the quality of life for veterans and their families, as specified. The bill would provide that if, on or before January 1, 2025, the armory ceases to be used for these purposes for a continuous period of 12 months, the City of Reedley will have a period of 6 months to purchase the property, and if the property is not purchased for a specified amount, it will revert back to the state. would remove the authorization to sell the Reedley Armory.

The people of the State of California do enact as follows:


SECTION 1.

 Section 1 of Chapter 726 of the Statutes of 2018 is amended to read:

Sec. 1.

 Notwithstanding any other law and pursuant to Section 435 of the Military and Veterans Code, the Director of General Services, with the approval of the Adjutant General, may sell any of the following properties:
(a) Approximately two acres of real property with improvements made thereon, located at 902 N. 11th Avenue, Hanford, California, known as the Hanford Armory.
(b) Approximately 2.58 acres of real property with improvements made thereon, located at 212 Armory Road, Placerville, California, known as the Placerville Armory.
(c) Approximately 1.68 acres of real property with improvements made thereon, located at 939 Valota Road, Redwood City, California, known as the Redwood City Armory.

(d)Approximately two acres of real property with improvements made thereon, located at 601 E. 11th Street, Reedley, California, known as the Reedley Armory.

(e)

(d) Approximately six acres of real property, located at 9580 Malech Road, San Jose, California, identified as Assessor Parcel Number 729-56-004 in Santa Clara County, California.

(f)

(e) Approximately 1.73 acres of real property with improvements made thereon, located at 205 Russell Avenue, Susanville, California, known as the Susanville Armory.

(g)

(f) (1) Approximately 6.31 acres of real property with improvements made thereon, located at 12860 Arroyo Street, Sylmar, California, known as the Sylmar Armory.
(2) For purposes of a sale of the Sylmar Armory pursuant to Section 435 of the Military and Veterans Code, the joint powers authority known as the Los Angeles Homeless Services Authority shall be deemed a local agency.
SECTION 1.

(a)Notwithstanding Chapter 726 of the Statutes of 2018, the Director of General Services shall transfer ownership of the approximately two acres of real property with improvements made thereon, located at 601 E. 11th Street, Reedley, California, known as the Reedley Armory, to the City of Reedley if the following conditions are met:

(1)The property is used for the sole purpose of providing supportive services that improve the quality of life for veterans and their families. Supportive services provided may include, but are not limited to, behavioral health services, counseling, social services, case management, affordable housing, and employment training and placement.

(2)The City of Reedley continues to operate and maintain the property, consistent with safe usage for clients, and invests in upgrades to the property, including, but not be limited to, heating, ventilation, air conditioning, and gender-neutral bathrooms.

(b)If, on or before January 1, 2025, the property transferred in subdivision (a) ceases to be used as required in subdivision (a) for a continuous period of 12 months, the City of Reedley shall have a period of six months to purchase the property for the sum of two hundred fifty thousand dollars ($250,000), pursuant to Section 435 of the Military and Veterans Code, and if it is not purchased, the property shall revert back to the state.
