Western Systems Coordinating Council: electrical energy.
This measure would urge the Board of Trustees of the Western Systems Coordinating Council to approve California’s request to modify the council’s minimum operating reserve requirement to allow California to reduce its reserve as soon as possible.

WHEREAS, The California Independent System Operator has requested the Western Systems Coordinating Council to modify its minimum operating reserve requirement to allow California to reduce its reserve to approximately 3.5 percent of load at any given time by using the “single largest contingency” standard; and
WHEREAS, California and other western states within the Western Systems Coordinating Council region currently maintain an operating reserve of 7 percent of Independent System Operator control area generation; and
WHEREAS, California is currently experiencing an electricity crisis, and faces a potential shortage for the summer of 2001; and
WHEREAS, If the Western Systems Coordinating Council approves the request of the Independent System Operator, it would increase electricity availability by approximately 1500 megawatts; and
WHEREAS, California can maintain a lower level of reserve without jeopardizing the health and safety of Californians; and
WHEREAS, A Western Systems Coordinating Council technical task force has reviewed and analyzed this request for almost one year and has recommended modifying the existing 7 percent minimum operating reserve requirement to use the “single largest contingency” as the minimum operating reserve; and
WHEREAS, The summer is fast approaching; now, therefore, be it
Resolved by the Assembly of the State of California, the Senate thereof concurring, That the Legislature of the State of California urges the Board of Trustees of the Western Systems Coordinating Council to approve California’s request to modify the Western Systems Coordinating Council operating reserve criteria as soon as possible; and be it further
Resolved, That the Chief Clerk of the Assembly transmit a copy of this resolution to the Western Systems Coordinating Council Board of Trustees.
