WHEREAS, The Legislature recognizes that the family constitutes the basic unit of society; and
WHEREAS, The United Nations General Assembly has proclaimed 1994 as the International Year of the Family with its theme, Family: Resources and Responsibilities in a Changing World; and
WHEREAS, Activities for the observation of the International Year of the Family will be concentrated at the local, national, regional, and international levels, with primary focus at the local and national levels; and
WHEREAS, The International Year of the Family encompasses and addresses the needs of all families recognizing the diversity of families; and
WHEREAS, Activities for the International Year of the Family seek to promote human rights and fundamental freedoms for all individuals as set forth by instruments of the United Nations, whatever the status of each individual and the conditions within a given family; and
WHEREAS, The International Year of the Family policies aim at fostering equality between women and men within families and promoting inherent strengths of families; and
WHEREAS, The International Year of the Family programs support families in the discharge of their functions; now, therefore, be it
Resolved by the Assembly of the State of California, the Senate thereof concurring, That the Legislature of the State of California hereby joins with the world community in observing 1994 as the International Year of the Family in California and encourages all citizens to join together in appropriate action, including promotion of key legislation, action plans, and various activities in observance of the International Year of the Family.
