To the Members of the California State Senate: I am returning Senate Bill 1471 without my signature. The bill states that, in conformity with state and federal law, an employee may conduct a brief period of quiet reflection and prohibits this quiet reflection from being conducted or construed to be a religious service or exercise. I thank the author for his commitment to the social-emotional well-being of California's students. Under the permissive Education Code, however, local school officials can already offer time for quiet reflection if they determine such practice would be helpful for their students. For this reason, I cannot sign this bill. Sincerely, Gavin Newsom |
