To the Members of the California State Senate: I am returning Senate Bill 1443 without my signature. This bill would add a representative from the State Council on Developmental Disabilities (SCDD) to serve as a member of the California Interagency Council on Homelessness (Cal ICH). Cal ICH was created to coordinate an all-of-government approach to prevent and end homelessness in California. Cal ICH consists of 20 members, including the Secretary of Health and Human Services, the Agency responsible for services for people with developmental disabilities and leading the Master Plan for Developmental Services. The Cal ICH Advisory Committee is also required to include a representative with a developmental disability who is currently or has formerly experienced homelessness. Since Cal ICH already includes leaders from relevant state agencies and individuals with lived experience, the existing representation makes this bill unnecessary.
