To the Members of the California State Senate: I am returning Senate Bill 704 without my signature. This bill clarifies the definition of a household for the purposes of California LifeLine telephone service (LifeLine) program eligibility, requires the California Public Utilities Commission (CPUC) to update outreach and enrollment rules for the program, and requires the CPUC to determine whether a lifeline participant should be allowed to obtain an additional lifeline subscription for broadband services. As LifeLine recently undertook a significant expansion through two new pilot programs that are still ongoing, this bill is premature. Additionally, while this bill may increase access to the LifeLine program, this bill has the potential to more than double the size and cost of the program and should be addressed through the budget.
