Governor's Message |

To the Members of the California State Assembly: I am returning Assembly Bill 23 without my signature. This bill would establish a Business Workforce Coordination Unit within the Governor's Office of Business and Economic Development to work with industry on alignment and awareness of workforce development opportunities in the state. Ensuring employer input in the state's workforce development system is an important aim, yet this bill would inappropriately duplicate statutory responsibilities of the California Workforce Development Board. In addition, with a plan to create a new Future of Work department underway, it would be premature to create this new unit before the new department is operational and a framework for its industry engagement efforts has been established.
