Governor's Message |

To the Members of the California State Assembly: I am returning Assembly Bill 890 without my signature. This bill would require California Environmental Quality Act approval of certain land use decisions that currently are exempt from the Act because a qualified voter initiative on the subject has either been approved by a local governing board or by the voters. Instead of the piecemeal approach taken in this bill, I prefer a more comprehensive CEQA review, which takes into account both the urgent need for more housing and thoughtful environmental analysis. I hope to work with the author who has shown a steadfast commitment to protecting vulnerable communities from being disproportionately burdened by environmental harms. Sincerely, Edmund G. Brown Jr. |
