To the Members of the California State Assembly: I am returning Assembly Bill 1091 without my signature. This bill makes it a crime for anyone to willfully release balloons made of electrically conductive material outdoors. I do not believe that expanded criminal liability is the best solution to the problem of electrically conductive balloons interfering with power lines. As I have said before, our Penal Code is already far too complex and unnecessarily proscriptive. Criminal penalties are not the solution to every problem. Sincerely, Edmund G. Brown Jr. |
