Governor's Message
To the Members of the California State Senate: I am returning Senate Bill 648 without my signature. This bill creates an expansive and costly licensing scheme for agencies that make referrals to residential care facilities for the elderly. The proponents of this measure have not made a convincing case for this new licensing structure. Sincerely, Edmund G. Brown Jr.
