Governor's Message
To the Members of the California State Senate:

I am returning Senate Bill 284 without my signature.

This bill is a creative approach for funding Cal Grant awards. I commend the author for his resourcefulness.

Unfortunately the bill inadvertently impacts the Proposition 98 funding guarantee negatively. This flaw can easily be corrected by specifying in a new bill that the donations transferred to the General Fund are "General Fund revenues" for purposes of Proposition 98. I direct the Department of Finance to work with the author so a new bill that avoids this negative impact can be sent to me next January.
