To the Members of the California State Senate: I am returning Senate Bill 1151 without my signature. This bill boosts funding for school zone safety projects by increasing fines for even minor traffic violations occurring within school zones from $237 to $366. Increasing traffic fines as the method to pay transportation fund activities is a regressive increase that affects poor people disproportionately. Making safety improvements in school zones is obviously important, but not by increasing traffic fines. Sincerely, Edmund G. Brown Jr. |
