To the Members of the California State Assembly: I am returning Assembly Bill 2661 without my signature. This bill would place undue restrictions on the appointment of qualified commissioners with relevant, real-world experience. It is also unnecessary in light of current law, which already prohibits officials from having a conflict of interest. Sincerely, Edmund G. Brown Jr.
