To the Members of the California State Senate: I am returning Senate Bill 1154 without my signature. Providing on-line instructional materials and coursework to pupils in California is an educational goal that I very much share. This bill, however, does not accomplish that goal. Instead, it puts unrealistic requirements on California's businesses that will lead to increased costs of instructional materials. Sincerely, Edmund G. Brown Jr. |
