| To the Members of the California State Senate: I am returning Senate Bill 1117 without my signature. This bill specifies and adds certain features to be included in the State Rail Plan that Caltrans prepares. Under existing law beginning in 2013, the Transportation Agency will take the lead in planning a comprehensive state rail system.
