Governor's Message |

To the Members of the California State Assembly: I am returning Assembly Bill 2527 without my signature. Requiring rather than permitting a court to terminate an offender's probation any time good conduct might warrant it will impose new burdens on probation and the courts. Our justice system is in the earliest stages of making the realignment program work, so I'm hesitant at this time to alter the authority and working practices of probation officers.
