To the Members of the California State Senate: I am returning Senate Bill 549 without my signature. The stated intent of this bill is based on the belief that the collection of statistics on the gender, ethnicity, and language preference of the Board of Barbering and Cosmetology (Board) licensees will lead to improved working conditions. Since that connection is specious at best, I do not believe this is an area that requires micromanagement of the Board. For this reason, I am unable to sign this bill.
