Governor's Message |

To the Members of the California State Assembly: I am returning Assembly Bill 1439 without my signature. This measure would require the Director of the Office of Gang and Youth Violence Policy, subject to statutory limits and directives, to make recommendations to streamline existing state agency gang and youth violence grant programs, to create a working group to assist in this effort, and to develop a final report on their findings to be submitted to the Legislature on or before June 1, 2010. While I am supportive of anti-gang initiatives and programs, this measure would increase costs associated with the additional workload for the Office of Gang and Youth Violence Policy at a time when the state can least afford to do so.
