Governor's Message |

To the Members of the California State Senate: I am returning Senate Bill 992 without my signature. The licensure and regulation of sober living environments are important for many policy reasons. It is important for facilities to respect and participate in their local community; for communities to provide support to these facilities; and lastly, it is important that individuals seeking recovery from alcohol and drug addiction can live in safe environments that help them in their recovery. Unfortunately, this bill does not accomplish these policy goals. I would consider a future measure that ensures quality programs; increases access for safe and appropriate environments and respects the communities in which these facilities are located.
