To the Members of the California State Senate: I am returning Senate Bill 1391 without my signature. This bill would require the State Water Resources Control Board (SWRCB) to adopt a statewide recycled water policy and make recommendations for any statutory changes necessary to implement that policy. I support the use of recycled water, but this bill is unnecessary. The SWRCB has already prepared a draft Recycled Water Policy and is currently working with stakeholders to reach consensus on the details of that policy, which is expected to be approved in early 2009.
