California Victim Compensation Board: payment of claims.
Existing law requires the California Victim Compensation Board, in cases in which evidence shows that a crime with which a claimant was charged was either not committed at all, or not committed by the claimant, to report the facts of the case and its conclusions to the Legislature with a recommendation that the Legislature make an appropriation for the purpose of indemnifying the claimant.
This bill would appropriate $4,518,620 from the General Fund to the executive officer of the board for payment of claims for specified individuals.
This bill would declare that it is to take effect
immediately as an urgency statute.

The people of the State of California do enact as follows:
SECTION 1.
The sum of four million five hundred eighteen thousand six hundred twenty dollars ($4,518,620) is hereby appropriated from the General Fund to the executive officer of the California Victim Compensation Board, for payment of claims as follows:(a) The sum of eight hundred forty-one thousand eight hundred twenty dollars ($841,820) for payment of the claim of George Souliotes, accepted by the
board and reported to the Legislature pursuant to Section 4904 of the Penal Code.
(b) The sum of nine hundred sixty-five thousand three hundred dollars ($965,300) for payment of the claim of Guy Miles, accepted by the board and reported to the Legislature pursuant to Section 4904 of the Penal Code.
(c) The sum of one million two hundred eleven thousand five hundred sixty dollars ($1,211,560) for payment of the claim of Edward Dumbrique, accepted by the board and reported to the Legislature pursuant to Section 4904 of the Penal Code.
(d) The sum of two hundred ninety-seven thousand two
hundred dollars ($297,200) for payment of the claim of Jonathan Hampton, accepted by the board and reported to the Legislature pursuant to Section 4904 of the Penal Code.
(e) The sum of one million two hundred two thousand seven hundred forty dollars ($1,202,740) for payment of the claim of John Klene, accepted by the board and reported to the Legislature pursuant to Section 4904 of the Penal Code.
SEC. 2.
This act is an urgency statute necessary for the immediate preservation of the public peace, health, or safety within the meaning of Article IV of the Constitution and shall go into immediate effect. The facts constituting the necessity are:In order to pay claims against the state and end hardship to claimants as quickly as possible, it is necessary for this act to take effect immediately.
