DIVISION 11. Cradle-to-Career Grant Program

The Department of Community Services and Development shall establish and administer the Cradle-to-Career Grant Program for the purpose of addressing child poverty and achievement gaps among California children of different races and socioeconomic statuses.20055.
For purposes of this division, the following definitions apply:(a) “C2C” means Cradle-to-Career.
(b) “Department” means the Department of Community Services and Development.
(c) “Fund” means the Cradle-to-Career Grant Fund, unless otherwise specified.
20060.
(a) Grants awarded pursuant to this division shall be available to community-level or regional networks, including community-based organizations or other nonprofit private entities, for planning, coordination, systems support, and place-based implementation of data-informed solutions to address gaps in services.(b) Grant recipients shall adhere to a data-driven improvement and accountability approach that focuses on enhancing community C2C outcomes and reducing achievement gaps among different subpopulations, thereby leading to greater racial and economic equity and equality.
(c) The following two types of C2C grants shall be available:
(1) Planning grants.
(2) Implementation grants.
(d) (1) The department shall convene and facilitate a workgroup, including, but not limited to, the California Cradle-to-Career Coalition, to develop and establish common indicators and metrics that shall be meaningful, useful, and timely and that shall be applied to all C2C grant recipients.
(2) The department, in consultation with the workgroup, shall establish an application process and additional requirements for grant recipients as the department deems appropriate to further the purposes of the C2C Grant Program.
20065.
(a) The Cradle-to-Career Grant Fund is hereby created in the State Treasury.(b) The department shall distribute moneys in the fund to recipients of grants awarded pursuant to this division.
(c) The department may, at its discretion, set aside no more than 6 percent of moneys in the fund to cover the administrative costs of the C2C Grant Program.
(d) (1) This subdivision shall apply subject to appropriations from the General Fund made in the annual Budget Act for the purposes of the C2C Grant Program. It is the intent of the Legislature to appropriate, in the annual Budget Act, the sum of sixty
million dollars ($60,000,000) in two installments, with thirty million dollars ($30,000,000) appropriated per year for the 2021–22 and 2022–23 fiscal years, to be deposited in the C2C Grant Fund.
(2) For each installment of thirty million dollars ($30,000,000), the following allocations shall apply:
(A) The sum of three million dollars ($3,000,000), less administrative costs, shall be allocated per year for purposes of the planning grants described in paragraph (1) of subdivision (c) of Section 20060.
(B) The sum of twenty-seven million dollars ($27,000,000), less administrative costs, shall be allocated per year for purposes of the implementation grants described in paragraph (2) of subdivision (c) of Section 20060.
(e) Recipients of C2C grants who
continue to meet the C2C Grant Program requirements shall be eligible for two-year extensions, subject to approval by the department.
(f) The Legislature finds and declares that it encourages any future appropriations for the C2C Grant Program to be used to expand C2C networks across California.
