An act to add Section 12805.15 to the Government Code, relating to fire prevention.

AB 2377, as amended, Muratsuchi. Fire prevention: Secretary of the Natural Resources: permits. Resources Agency: responsibilities.
(1)Existing law establishes in state government the Natural Resources Agency consisting of various departments, including the Department of Forestry and Fire Protection. Existing law provides that the department is responsible for the fire protection, fire prevention, maintenance, and enhancement of the state’s forest, range, and brushland resources, contract fire protection, associated emergency services, and assistance in civil disasters and other nonfire emergencies.
This bill would require the Secretary of the Natural Resources, Resources Agency to be responsible for specified actions as provided, including, in consultation with the State Water Resources Control Board, to coordinate and synchronize the Department of Fish and Wildlife, the Department of Forestry and Fire Protection, and the State Board of Forestry and Fire Protection, coordinating and synchronizing all necessary permits and agreements for forest management, wildfire prevention, and fuel reduction.

(2)Existing law requires the Wildfire and Forest Resilience Task Force to develop a comprehensive implementation strategy to track and ensure the achievement of specified goals and key actions, including a joint strategy to annually treat 500,000 acres of federal land and 500,000 acres of nonfederal land by 2025.

This bill would provide that it is the intent of the Legislature to achieve this goal.

The people of the State of California do enact as follows:


SECTION 1.

It is the intent of the Legislature to achieve the state’s goal to annually treat 500,000 acres of federal land and 500,000 acres of nonfederal land by 2025, pursuant to subparagraph (A) of paragraph (1) of subdivision (c) of Section 4771 of the Public Resources Code.

SEC. 2.SECTION 1.

 Section 12805.15 is added to the Government Code, immediately following Section 12805.1, to read:

12805.15.
 The Secretary of the Natural Resources Agency, in consultation conjunction with the Wildfire and Forest Resilience Task Force, as applicable, shall be responsible for the all of the following:
(a) In consultation with the State Water Resources Control Board, shall coordinate and synchronize the Department of Fish and Wildlife, the Department of Forestry and Fire Protection, and the State Board of Forestry and Fire Protection, coordinating and synchronizing all necessary permits and agreements for forest management, wildfire prevention, and fuel reduction.
(b) Achieving the state’s goal of treating 500,000 acres annually by 2025, independent of acres subject to other forest management activity, including timber harvesting plans pursuant to Chapter 8 (commencing with Section 4511) of Part 2 of Division 4 of the Public Resources Code.
(c) Prioritizing acres for fire and fuels treatment and executing those treatments.
