Coastal resources: Tijuana River Valley: funding prioritization.
Existing law establishes in the Natural Resources Agency the State Coastal Conservancy. Existing law authorizes the conservancy to apply for and accept federal grants and receive gifts, donations, subventions, rents, royalties, and other financial support from public and private sources. Existing law authorizes the conservancy to fund and undertake plans and feasibility studies, and award grants to public agencies and nonprofit organizations, as provided. Existing law provides that certain appropriated moneys available to the County of San Diego for the development, improvement, rehabilitation, protection, and restoration of natural and park lands in the Tijuana River Valley be available to the county to update or conduct certain studies relating to the Tijuana River Valley.
This bill would
encourage the conservancy, when expending
certain funds for the purposes of addressing transboundary flows and pollution in the Tijuana River Valley, to prioritize those projects identified in the studies described above, to the extent feasible.

The people of the State of California do enact as follows:
SECTION 1.
Section 31111.3 is added to the Public Resources Code, to read:31111.3.
When granting funds appropriated by Assembly Bill 74 (Chapter 23 of the Statutes of 2019) for purposes of addressing transboundary flows and pollution in the Tijuana River Valley, the conservancy is encouraged to prioritize those projects identified in the studies described in subdivision (b) of Section 5907.5, to the extent feasible.
