Existing law requires the State Air Resources Board to adopt rules and regulations relating to vehicular emissions standards, as specified, that will achieve the ambient air quality standards required by federal law in conjunction with other measures adopted by the state board, air pollution control and air quality management districts, and the United States Environmental Protection Agency. Existing law requires the state board to adopt and enforce rules and regulations that anticipate the development of new technologies or the improvement of existing technologies if necessary to carry out its duty. Existing law requires the state board to find and determine standards that can likely be achieved by the compliance dates set forth in those rules or regulations.
This bill would require the state board to also find and determine standards that can likely be achieved at the lowest cost assess periodically the progress achieved in the development and affordability of new technology that would allow a person to comply with the rules and regulations that anticipate the development of new technology or the improvement of existing technologies.
