An act to add Part 2.13 (commencing with Section 10970) to Division 6 of the Water Code, relating to water.

AB 2179, as amended, Gray. Water. Water efficiency: standards and goals.
Existing law requires the State Water Resources Control Board to take appropriate actions to prevent waste or the unreasonable use of water. Under existing law, the board makes determinations with regard to the availability of recycled water.
This bill would require the state board to establish standards and goals for achieving water use efficiency, in conjunction with the University of California, Merced.

Existing law establishes the State Water Resources Control Board and the 9 California regional water quality control boards as the principal state agencies with authority over matters relating to water quality. Existing law also provides various provisions governing water rights.

This bill would state the intent of the Legislature to enact legislation affecting the appropriation of water.

The people of the State of California do enact as follows:


SECTION 1.

 Part 2.13 (commencing with Section 10970) is added to Division 6 of the Water Code, to read:

PART 2.13. Water Efficiency

10970.
 The state board shall establish standards and goals for achieving water use efficiency, in conjunction with the University of California, Merced. Factors to be considered in developing these standards shall include, but not necessarily be limited to, all of the following:
(a) Regional economic considerations.
(b) The need to develop housing within a region.
(c) The need to sustain agriculture within a region.
(d) The need to develop and use recycled water.

SECTION 1.

It is the intent of the Legislature to enact legislation affecting the appropriation of water.
