Governor's Message |

To the Members of the California State Assembly: I am returning Assembly Bill 863 without my signature. This bill encourages projects that receive funding from the Affordable Housing and Sustainable Communities Program to employ local entrepreneurs and workers from training programs. The Affordable Housing and Sustainable Communities Program, funded by the Cap and Trade Program, already focuses on improving the economic conditions within disadvantaged communities. In fact, the Strategic Growth Council recently updated the program's guidelines to prioritize projects that focus on local entrepreneurs and workforce training programs. I believe any additional refinements would be best addressed through the Strategic Growth Council's process. Sincerely, Edmund G. Brown Jr. |
