To the Members of the California State Assembly: I am returning Assembly Bill 36 without my signature. This bill broadens eligibility for the Fuel Cell Net Energy Metering program to include electromechanical on-site electricity generation technologies that converts gas to electricity. AB 1637, a bill I signed into law just last year, continued the existing fuel cell program based specifically on its ability to further reduce greenhouse gases. As we continue to develop a cleaner grid, I prefer to evaluate the effectiveness of the reformed fuel cell program before expanding it to other technologies. Sincerely, Edmund G. Brown Jr. |
