An act to amend Section Sections 10004.5 of and 10013 of, and to add Sections 10004.1 and 10004.2 to, the Water Code, relating to water resources.

SB 1188, as amended, Stern. The California Water Plan.
Existing law requires the Department of Water Resources to update every 5 years the plan for the orderly and coordinated control, protection, conservation, development, and use of the water resources of the state, which is known as The California Water Plan. Existing law requires the department to include a discussion of various strategies in the plan update, including, but not limited to, strategies relating to the development of new water storage facilities, water conservation, water recycling, desalination, conjunctive use, water transfers, and alternative pricing policies that may be pursued in order to meet the future needs of the state.
This bill would require the department to include in the plan update, instead of a discussion of various strategies, a discussion of various strategies for increasing regional water resilience. The bill would also make nonsubstantive changes. resilience, as defined.
Existing law requires the department to include in The California Water Plan a report on the development of regional and local water projects within each hydrologic region of the state to improve water supplies to meet municipal, agricultural, and environmental water needs and minimize the need to import water from other hydrologic regions.
This bill would delete “hydrologic” from the phrase “hydrologic region” in that provision and would require, for purposes of that provision, the department, in collaboration with the State Water Resources Control Board, to develop maps delineating regions in the state based on specified federally published hydrologic units.
The bill would also make nonsubstantive and related changes.

The people of the State of California do enact as follows:


SECTION 1.

 Section 10004.1 is added to the Water Code, to read:

10004.1.
 For purposes of this chapter, the following definitions apply:
(a) “Region” means a region developed pursuant to Section 10004.2.
(b) “Regional water resilience” means the ability for people within a region to cope with, and recover from, disruptions, and to anticipate trends and variability in order to maintain services for people and protect the natural environment now and in the future.

SEC. 2.

 Section 10004.2 is added to the Water Code, to read:

10004.2.
 The department, in collaboration with the board, shall develop maps delineating regions in the state. The regions shall be based on the six-digit hydrologic units published in the United States Geological Survey’s National Hydrography Dataset.

SECTION 1.SEC. 3.

 Section 10004.5 of the Water Code is amended to read:

10004.5.
 As part of the requirement to update The California Water Plan pursuant to subdivision (b) of Section 10004, the department shall include in the plan a discussion of various strategies for increasing regional water resilience. These strategies shall include, but are not limited to, strategies relating to the development of new water storage facilities, water conservation, water recycling, desalination, conjunctive use, and water transfers that may be pursued in order to meet the future water needs of the state. The department shall also include in the plan a discussion of the potential for alternative water pricing policies to change current and projected uses. The department shall include in the plan a discussion of the potential advantages and disadvantages of each strategy and an identification of all federal and state permits, approvals, or entitlements that are anticipated to be required in order to implement the various components of the strategy.

SEC. 4.

 Section 10013 of the Water Code is amended to read:

10013.
 The department, as a part of the preparation of the department’s Bulletin 160-03, department shall include in the The California Water Plan a report on the development of regional and local water projects within each hydrologic region of the state, as described in the department’s Bulletin 160-98, state to improve water supplies to meet municipal, agricultural, and environmental water needs and minimize the need to import water from other hydrologic regions. The report shall include, but is not limited to, regional and local water projects that use technologies for desalting brackish groundwater and ocean water, reclaiming water for use within the community generating the water to be reclaimed, the construction of improved potable water treatment facilities so that water from sources determined to be unsuitable can be used, and the construction of dual water systems and brine lines, particularly in connection with new developments and when replacing water piping in developed or redeveloped areas.
