State armories.
Existing law authorizes the Director of General Services, with the approval of the Adjutant General, to lease and sell real property held for armory purposes, subject to legislative approval. Existing law establishes the Armory Fund and requires that all proceeds from the sale or lease of armories be deposited into the fund for use, upon appropriation by the Legislature, for specified purposes related to armories.
This bill would authorize the Director of General Services, with the approval of the Adjutant General, to lease a portion of the West Los Angeles
Armory to the County of Los Angeles.
The bill would require the lease to be for a period of 5 years, and to include options for 4 extensions of 5 additional years each, as specified.

The people of the State of California do enact as follows:
SECTION 1.
(a) Notwithstanding any other law and pursuant to Section 435 of the Military and Veterans Code, the Director of General Services, with the approval of the Adjutant General, may lease to the County of Los Angeles for a Bridge Housing Program, at fair market value and for a period of five
years, with options for four extensions of five additional years each, a state-owned real property comprising of a portion of the property located at 1300 Federal Avenue, Los Angeles, California, otherwise known as the West Los Angeles Armory.(b) The cumulative term of all the leases of the West Los Angeles Armory shall not exceed 25 years. The County of Los Angeles may extend the lease in accordance with subdivision (a) until the 25 year maximum term of the lease
expires. To exercise each option period, for fair market value, the County of Los Angeles shall provide the Military Department with a written notification six months prior to the expiration of the prior five year lease term.
(c) The County of Los Angeles shall, if it accepts any lease pursuant to this section, pay the Department of General Services for its actual costs and staff time in drafting, negotiating, and executing the lease documents pursuant to this section.
