An act to add Article 18.5 (commencing with Section 69975) to Chapter 2 of Part 42 of Division 5 of Title 3 of the Education Code, relating to student financial aid.

AB 206, as amended, Mark Stone. Student financial aid: California DREAM Work-Study Program.
Existing law establishes the Student Aid Commission as the primary state agency for the administration of state-authorized student financial aid programs available to students attending all segments of postsecondary education.
This bill, commencing with the 2016–17 fiscal year, would establish the California DREAM Work-Study Program under the administration of the Student Aid Commission California State University and University of California to provide financial aid for students meeting its requirements. These requirements would include: enrollment, or acceptance for enrollment, at a campus of the California State University or the University of California; exemption from nonresident tuition pursuant to a specified provision of existing law or an equivalent provision adopted by the Regents of the University of California; making a timely application for financial aid under using a designated provision of existing law application; qualification under applicable income and need standards applied to work-study programs at the institution at which the student is enrolled or accepted for enrollment; and meeting additional eligibility requirements as may be deemed appropriate by the institution at which the student is enrolled or accepted for enrollment. The bill would deem a student who participates in other work-study programs ineligible to receive financial aid under the California Dream Work-Study Program.
The To participate in the program, the bill would further require, upon verification that a student is eligible for financial aid under this program, that the Student Aid Commission California State University and the University of California match 100% of the cost of the work-study grant of a student whose work under the program is accomplished on a campus of the California State University or the University of California respective university or at a campus or other facility of a school district or community college district district, or 50% of the cost of the work-study grant of a student whose work under the program is accomplished at any other location.

The people of the State of California do enact as follows:


SECTION 1.Section 69975 is added to the Education Code, to read:

 Article 18.5 (commencing with Section 69975) is added to Chapter 2 of Part 42 of Division 5 of Title 3 of the Education Code, to read:
Article  18.5. California DREAM Work-Study Program

69975.
 (a) Commencing with the 2016–17 fiscal year, the California DREAM Work-Study Program is hereby established under the administration of the Student Aid Commission California State University and the University of California to provide financial aid for students meeting the requirements of this section.
(b) In order to be eligible for financial aid under this article, a student shall meet all of the following requirements, as determined by the institution at which he or she is enrolled or has been accepted for enrollment:
(1) Be enrolled, or accepted for enrollment, at a campus of the California State University or the University of California.
(2) Be exempt from nonresident tuition pursuant to Section 68130.5 or pursuant to equivalent requirements adopted by the Regents of the University of California.
(3) Make a timely application for financial aid under using the application established by the Student Aid Commission pursuant to subdivision (b) of Section 69508.5. 69508.5, known as the Dream Act Application.
(4) Qualify under the income and need standards applied to work-study programs by the institution at which the student is enrolled or accepted for enrollment.
(5) Be enrolled or accepted for enrollment as an undergraduate student, and demonstrate satisfactory academic progress, as determined by the California State University and the University of California, as appropriate.
(6) Have federal authorization to work in accordance with federal law or executive order

(7) Meet additional eligibility requirements as may be deemed appropriate by the institution at which the student is enrolled or accepted for enrollment.
(c) A student who participates in other work-study programs shall be ineligible to receive financial aid under this article.

 Upon To participate in the program, upon verification that a student is eligible for financial aid under this article, the Student Aid Commission California State University and the University of California shall provide funding in accordance with both of the following:
(a) The commission California State University and University of California shall match 100 percent of the cost of the work-study grant of a student whose work under the program is accomplished on a campus of the California State University or the University of California respective university or at a campus or other facility of a school district or community college district.
(b)  The commission California State University and the University of California shall match 50 percent of the cost of the work-study grant of a student whose work under the program is accomplished at a location other than those specified in subdivision (a).
