Existing law provides that in order to be entitled to register to vote a person must be a United States citizen, a resident of California, 18 years of age, and not be incarcerated or on parole for a felony conviction.
This bill would require each county probation department to either establish and maintain on the county probation department’s Internet Web site a hyperlink to the Secretary of State’s voting rights guide for incarcerated persons or post a notice with the Internet Web site address that
contains the Secretary of State’s voting rights guide for incarcerated persons in each probation office where probationers are seen. By imposing new duties on county probation departments, the bill would impose a state-mandated local program.
The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement.
This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to these statutory provisions.
