(2)Existing law authorizes the Director of Finance to make reductions in certain appropriations of the Budget Act of 2011 if specified revenue forecasts are made for the 2011–12 fiscal year. Pursuant to this provision, the Director of Finance reduced the appropriation for home-to-school transportation that was included in the Budget Act of 2011 by $248,000,000.
This bill would make an appropriation of $248,000,000 from the General Fund to the State Department of Education, for transfer to Section A of the State School Fund, to restore this funding for home-to-school transportation for the 2011–12 fiscal year.
(3)This bill would declare that it is to take effect immediately as an urgency statute.
The sum of two hundred forty-eight million dollars ($248,000,000) is hereby appropriated from the General Fund to the State Department of Education, Program 10-Instruction, for transfer to Section A of the State School Fund, for Home to School Transportation for the 2011–12 fiscal year, in augmentation of Item 6110-111-0001 of Section 2.00 of the Budget Act of 2011, as it was reduced pursuant to paragraph (1) of subdivision (c) of Section 3.94 of the Budget Act of 2011.
This act is an urgency statute necessary for the immediate preservation of the public peace, health, or safety within the meaning of Article IV of the Constitution and shall go into immediate effect. The facts constituting the necessity are:
In order to restore urgently needed funding for home-to-school transportation as soon as possible, it is necessary that this act take effect immediately.
