An act to add Section 52052.7 to the Education Code, relating to school accountability.

AB 1, as introduced, Solorio. School accountability.
Existing law establishes the Public School Performance Accountability Program, which consists of the state Academic Performance Index, the Immediate Intervention/Underperforming Schools Program, and the Governor’s High Achieving/Improving Schools Program.
This bill, on or before August 1, 2010, would require the State Board of Education to adopt a measure of annual academic achievement growth by cohort that can identify various performance levels of growth, to be incorporated into the Public School Performance Accountability Program, and be consistent with applicable provisions, or approved waivers of the federal Elementary and Secondary Education Act of 1965, as specified.

The people of the State of California do enact as follows:


SECTION 1.

 Section 52052.7 is added to the Education Code, to read:

52052.7.
 On or before August 1, 2010, the state board shall adopt a measure of annual academic achievement growth by cohort that can identify various performance levels of growth, that shall be incorporated for use in the state’s school accountability program established pursuant to this article, and shall be consistent with applicable provisions, or approved waivers, of the federal Elementary and Secondary Education Act of 1965 (20 U.S.C. Sec. 6301 et seq.) and any plan submitted by the state education agency as a requirement of receiving or allocating federal funds.
